Thia waa the tentheriea of SCC neecingsSecurity Framework for the Persian Culf/Indian Ocean.. The Agenda was
for thewill ba handled by
the Aaron-Carlucci-Newaom group. short discussion of Somalia was added to the Agenda.
DoD noted that the Pacific MAD now in thais scheduled to depart tha area at the and of May. DoD suggested"Sionel exercises could be arranged, the MAU should not ba replaced.
woul(Irotated into the Mediterranean onune and by that time exercises might be scheduled and this unit could be used. This wouldap in US presenceime when the Soviets are conducting exercises near Suqutrah Island. Would our departure give the wrong signal? The President approved this force presence and in order to justify the gap, DoD should draweployment plan through the end asV
Exercises: Beacon Cospasss on with che UK and Australia for Perhaps Kenya and Oman can be brought in and Egypc might be lined upACAIR deployment/exercise. Ambassador HaMb will discuss this aatter with the Omanis and the Kenyans will be on board when the faclllcies agreement is signed. State Is toaper on what countries and in what order we should approach for exercises.
5. Allied Activities: The most important contributions the allies can make are: ncrease their contribution to NATO,nroute access, ccasional regional deployments, uild up their own rapid deployment capabilities, andncrease assistance to Turkey. The major problems are: etting the allies to pick up the Inevitable draw downs in Europe, andetting agreement on the definition of our mission in the Indian Ocean.
6. Saudi Financing: We cannot expect the Saudis to be the bankets of our foreign policy In the region, mmmmVemBh^mmWm^mwMtMmmmWm/mf^^
isve Ambassador West
with the Saudis on our percepcions_of security issues in the region and how we can share responsibility.
The level of assistance no longer appears to be aessential ingredient in an agreement isecurity pledge against
an unprovoked attack. Perhapsledge,ollow-up military exercise, will do the trick. Security Is what is on the Somslis minds and they will come to realize that with Kenyan and Oman! agreements in our pockets, Somali facilities ar* less essential. Thetim* to move might be now. Cur Ambassador will take soundings on this.
date for the next "Security Framework" meeting was given. (U)
